Suggestion- Everyone can technically get an Apple developer account from the Apple to gain access to developer beta versions of system software, but it is important that you have to strongly discourage unless you are not actually a developer.
Currently, if you do not have a developer beta profile installed on your iOS device, then you can download one from the iOS Developer Center. To can get directly it from Apple.
However, Developer beta system software is notoriously unreliable, so it is not suggested for most of the users to download or install onto their devices. Even if they can technically gain access to download iOS 12 beta one by a friend that is a developer.
